What it says
The Maharaja, ‘solicitous that none of our Hindu subjects should, by reason of birth or caste or community, be denied the consolation and the solace of the Hindu faith’, ordered that no Hindu by birth or religion be barred from entering or worshipping at the temples controlled by the state, subject to rules for keeping their atmosphere and rituals.
It ended, by the act of a Hindu king, the bar that the Vaikom and Guruvayur satyagrahas had fought, and showed temple entry could come from within the dharma.
