In conquered Kalinga, Ashoka left out the thirteenth rock edict, which mourns the war, and carved two separate edicts addressed to his officers there instead.

What it says

The first separate edict opens: “All men are my children.” It warns the mahamatras at Tosali and Samapa against unjust imprisonment and torture, and orders inspections every five years. At Dhauli an elephant is carved out of the rock above the text.

What it proves

They place Ashoka’s rule over Kalinga on its own soil and name its provincial capital Tosali.
